This is a further development of the MiG-21 Pinko.  The forward stabilizers are canted downwards to act as skids; the wing is moved farther back atop the tailfin and serves as a spoiler; it shades a rocket booster pack that consists of over fifty 1/72 air-to-air missiles, glued together according to what I call the Wiley Coyote school of design.
